IP Address ___ is already there in the Database. Please remove or Edit the same

Question

We've blocked all countries except for the US on the country blocker tab.

Some IP's that we would like to block are in the US.

When we enter ANY IP address (even US ones) into the IP Address field on the Add New tab, then click Add Entry, we get an error that says, "IP Address **.***.***.** is already there in the Database. Please remove or Edit the same

Please help as we need to be able to add specific addresses from potenital spammers.  How do you edit specific IP Addresses?  Why can I not add an IP address to the list?
