blocking not seeming to work

Question

I block a particular IP address and have configured a "redirect to URL".

 

However, when I look at my Clicky.com analytics, I can see that the user was able to load the home page, then click, on navigation and load a 2nd page, then click on more navigation to arrive at a 3rd page.
