Please Click on Restart Button inside the Windows Wifi Hotspot Creator.

If it doesn't solve your problem. Please re-install the sotware.

Also check the configuration settings available at WiFi Hotspot Product page http://www.lionscripts.com/product/windows-wifi-hotspot-creator/
